Tree is so overgrown it is causing damage to my property.

I have been at 74 Village Way since 2016. When asked about the tree when we were buying, the vendors stated that the Council cut/prune them every 5 years or so to avoid any damage to property. This has never been done. The tree is now so big that the branches are actually in my garden, it has destroyed one set of trellis and the roses that were growing on it. I now get no sun in my garden, although it is west facing, because of the sheer size and height of the oak on the left and the elm on the right. I purchased my house because of the view onto the recreation ground and the sunny west facing garden, one of which I no longer have and the other is fast disappearing. You have a legal obligation to maintain the trees to ensure that they do not encroach on my property or cause distress , you have not done this. I am therefore calling upon you to please attend to the trees asa matter of urgency. If that tree were to come down in a storm in would wipe out 72,74 and 76 and the people living there.
