Ducklings and other baby birds

Sent to Bromley Council less than a minute later

I live in Bromley central and every year I walk past the river at the bottom of Church house gardens I always see ducklings and other baby birds get stuck here. (See attached - the video was too big.) I was wondering if it would be possible to install a ramp or similar to help wildlife?
