Branches growing out of base of tree

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3690404.

Scratching car doors as it is growing close to the road. The tree is too large and overhanging into my front garden. It continually drops sap onto my drive making everything sticky. I would like to see the tree cut right back. The weeds in the gutter along Forster Road have not been sprayed this year. It looks unsightly and the street looks unkempt.
