Weeds - Bindeend, Tree Saplings, Thistles and Ivy Roots

Recurring issue: gardening firm are not adequately removing roots of the weeds which have been notified. Instead, they ahve simply ripped off part of the tops of the weeds from other plants and have never bothered to remove the roots. Every 6 months, the weeds which are bindweed, strangling the other shrubs, thistles and other spreading plants which cast seeds and hare deep-rooted, ivy which strangles other plants and has already killed a tree there. There are also tree saplings which also should have been removed and have not been removed. The company which I believe are ID Verde have consistently evaded doing a proper job on the garden area outside Bickely Park School and it becomes an eye sore within weeks of them simply cutting the tops off the weeds and not bothering to dig the roots up. It leaves a disgraceful mess, kills other plants and the seeds of some invasive plants, the roots of which are left in such as thistles, groundsel and other weeds spread into local gardens, because they have seeds which spread by wind.
The issue has been cited before, I thought that the company would have put some herbicide on these weeds and they did not do so last year, so they grew back again. They need to get the roots out and dig out the saplings of the trees which are too big for the area.
Also in the past apparently they told one councillor that they had done some 'Winter Planting' back in about 2018 and they did nothing of the kind. There was no Winter planting and whomever is doing the garden on Page Heath Lane has consistently NOT done a thorough job and then the weeds grow back and take over, every single year because of this. So would like something done.
