Use of grass verge

Sent to Bromley Council less than a minute later

There is a grass verge on the corner of Goddington Lane & Court Rd which is being used as a memorial to a little boy who was tragically killed nearby with a tree, a stone abd a wooden bench. Whilst recognising the tragedy, I am curious as to why this is being allowed here as it could be setting a precedent for countless other accident spots across the borough.
