Tree has very large shoots blocking vison of main road

Sent to Bromley Council less than a minute later. FixMyStreet ref: 3758282.
I have reported/phoned and heard nothing back since. This is dangerous now as cars zoom along and you cannot see clear vision of road when reserving from driveway (5 Northfield Avenue) Green leafy plants grown from base of a tree on public road very large and needs removal/cutting back. Been ongoing issue for months. No action to date been taken, I am not tech savvy enough to upload pictures. Reported this issue already and had no feedback please could you update situation please?

Don't know whether I sent this correctly before but the job of cutting back the weeds shoots at the bottom of the tree has still NOT been completed Friday 26 Aug. Even though you previously said it had been done. Please can you pass this to correct department.

For the avoidance of any doubt… the tree in question is outside number 5 and yes it needs all the basal growth removed.
The growth seems to be from the rootstock of the grafted tree as it is clearly more vigorous and completely different leaf to the crown.
