Dead tree on abandoned land is a danger to users of my garden

A plot of land in marlow close has a caravan parked long term (nearly 2yrs) permanently empty and unoccupied on the site. No one has ever lived in it. There is no entry to the site and no evidence of ownership. An elderflower (10m+) has died and is gradually falling down but it needs felling to avoid possible injury to children playing in my adjoining garden.
