Completely blocked footpath from works being carried out to 20 Northbourne. Rubble and plant (diggers, etc) blocking pathway

I reported this issue over a year ago Report reference: 3193751 (Fixed) but clearly unfixed as the tree is exactly the same. Roots creating an issue on the pavement and branches over our house. 20 Northbourne, how is this fixed?
