Continuous standing water leaking from raised area

On 3 August I reported the following: There have been problems in the past with water flowing from the raised wooded area onto the pavement. This was dealt with quite some time ago, with pipework installed into the raised walls. However, there is a persistent leak (sometimes more than one) onto the pavement, particularly at this spot. As it is just "sitting", the pavement is covered in a green/brown sludge, which has not been dealt with. It's most unpleasant to be near, and those with buggies or dogs have a real problem.
Bromley Council said it was a Thames Water issue. TW deny the water is coming from their pipework, which could well be correct. However, if this is a similar problem to the one dealt with by putting in the pipework, then further work is needed. The seepage of water has been ongoing all through the really hot weather when, even then, it didn't dry up. It is blocking a section of pavement and also trickling into the layby (outside Glebe Court), which is also messy near to the kerb because of the problem. Something needs to be done!!
