It is now more than 3 months - how long does it take the council to investigate? Very poor service! Why do we pay our council tax?

The overgrown vegetation has still not been cut back! It’s been 7 months since I reported this issue and allegedly an Enforcement Notice was issued in February. Surely, the council should ensure that action is undertaken by the responsible party when an Enforcement Notice has been issued?
