What is the point of this UNREADABLE sign?

Sent to Bromley Council less than a minute later. FixMyStreet ref: 4097355.
Apart from advertising the Council’s contractor?
Please can you take this up with Rineys...it is simple common sense to have READABLE signs; or perhaps not in the case of Rineys?
Letters and numbers are available in retail outlets...

Copy of this report to Cllr Smith and Mr Warner to apply some common sense and professional competence, and apply what they claim on their website, to the council’s contractor for 2023......
