Overflowing recycling bins placed by the pavement

No. 12 and 24 Leamington Avenue constantly have overflowing recycling bins placed by the pavement in their front drive. As a result, recycling items are being blown over the road and pavement. At least, this issue has been a regular occurrence for the past year. As neighbours, we are tired of picking up the litter caused by these individuals. We have tried to ask them to move their recycling bins by sending them a polite note to ask them not to do so, but they insist on keeping their recycling and rubbish bins near the pavement at all times and not just during waste collection days. Please address this issue permanently and fine them if necessary. Thank you.

Thank you for addressing this issue. No. 12 has complied, and bins have now been relocated away from the pavement. However, no. 24 still needs to comply and has ignored requests. Please follow this up. Thank you in advance for your work towards addressing this issue.
