Substance put round the base of street tree

Sent to Bromley Council less than a minute later. FixMyStreet ref: 4322777.
A white substance has been put round the base of a street tree outside 36/38 Groveland Road, Beckenham. It may be this is an attempt to kill the tree by a nearby resident who has made it clear they do not care for the tree on account of berries that occasionally fall from it.
If the substance is poisonous it will be a hazard to passing pedestrians (esp children), animals and the environment in general. Can this be investigated please.

Hopefully this attempt will not damage the tree and the council can have a word with the responsible party to prevent further attempts. I recall FixMyStreet reports complaining about the tree‘s berries, so the council should be able to identify the likely culprit from its records.
