Litter bins not fit for purpose

Queensmead Park. This is one of the small open top bins in the park. As soon as warm weather arrives the bins get full very quickly and overflow as people seem unable/unwilling to take rubbish away. In the evenings animals pull out the rubbish in search of food. Even the larger bins are accessible to animals with open sides. Those who empty the bins do a good job but better bins would help the litter from spreading and looking unsightly plus save time.

This tree is is a 2 doors from me. No. 27 recreation rd it was planted some years ago in the small garden. The man who lives there does nothing to the property he rents. The son used to come down and cut it back as its his job as a tree feller but no one has been there for years and its getting out of control. It is a huge tree for such a small garden and i think something should be done about it.
