Obstructing walkway and on double yellow line

This car has obstructed the highway for people to cross this involves a person with a Zimmer frame who had to walk in the road they are also on a double yellow line and also parked up the curb this is absolutely disgusting and this thing needs to be stopped in Farnborough Village they are taking no notice of the road signs whatsoever it is a flagrant breach od Road traffic law
