Hedge badly pruned - dangerous

Sent to Bromley Council less than a minute later. FixMyStreet ref: 5024420.

This laurel hedge in the play area was recently very badly pruned. Children play in this hedge and it has been left in a dangerous state with sharp branches and splinters everywhere. The laurel hedge is a beloved feature in the play area - can this be trimmed so that it is safe, and so the hedge stands a chance of recovering to its former leafy state?
