Fly tipping over garden fence into Council allotment site

Green waste repeatedly thrown over fence. Initially when a tree was being cut down on Clarion Housing side a few years back (and the plot in question had not been let) our Chairperson allowed that if branches fell our side it couldn't be helped, but that it was a one-off. Since, items have been thrown over and we have asked politely for this not to happen. Checking this Sat 23rd Sept there is now a large amount of greenwaste preventing the plotholder from getting to their water butts and is blocking shed access. None of this green waste is allotment related.
