Blocked road effecting hedge trimming

Sent to Bromley Council 1 hour, 5 minutes later. FixMyStreet ref: 5033180.

My neighbour is trying to trim hedging on the edge of his property. It is not currently possible to do so as number 15 Walsingham Park has blocked off part of the road for the exclusive use of his builder. I urge the council to undertake their duty and clear the road immediately.
