Dogs continuously in the children area

There is a group of dog walkers with more than 4/5 big dogs walking the dogs in the park.Dogs are big and they go through the swings and sport area. The dogs are not with a lead and they are scary for kids. It has been asked to the owners to have them on a lead with no success. This situation has been happening for months now. But now that the days are longer, walking in the park can be scary as the dogs are running all over the place.
