Mud and gravel adjacent to recently cleaned drains

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6126918.
The Church Row/School Road drains were cleaned on Tuesday 18 June morning.
But, not being aware of the specification of the works to be undertaken, ‘commonsense’ surely requires for the immediate surrounding areas to be thoroughly swept of the mud and gravel that will otherwise end up being washed in to, and, potentially, blocking/impeding the drains again?
I would expect the job to be done thoroughly before authorising payment; why is it not the case, seemingly, for OUR roads for which Bromley Council are responsible?
