Wheelie Bin

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6165099.

Again the same wheelie bin, clearly from a resident at this location, for some reason has been left abandoned in the middle of the pavement near the post box and is overflowing with garbage and litter. I don't understand why this one wheelie bin keeps getting left like this and apparently doesn't get emptied. It also seems to be missing its lid which doesn't help. This has become a regular eyesore along the part of the high street.
