Should dogs be off lead

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6248885.

I have noticed on a couple of recent visits to Priory gardens, that dogs are off lead near the new cafe where ducks and geese are roaming - should dogs be off lead here ? Do you have park rangers that could monitor the situation if the dogs should be on leads ? I am concerned for the wildlife here.
