Large Willow tree has fallen down into river

There is a large willow tree which has snapped of at the base on the bank and collapsed into the river pool. This tree is 80-90cm in diameter at the base and all of the canopy and branches have fallen into the river, this happened several weeks ago when it was very windy and there is quite a lot of detritus collecting and restricting the river flow.

This problem hasn't been fixed the tree is forming a dam in the river, it's ok at this time of year but could be a problem with heavy rain causing flooding.
