Litter attracting vermin

Residents are not properly using bins, meaning rubbish is spilling out attracting foxes and other vermin. Foxes are picking up the rubbish and strewing it across gardens of neighbouring properties. See image for used nappies placed on top of bin. Ongoing issue for several months.
