More rubbish dumped by owners of the bins. So now a Fly tipping issue . Unacceptable behaviour and should not be tolerated

Wheelie bins still outside 101 the drum parish lane, rubbish now overflowing this really does need looking into not just taking away as the rubbish is all over the road and pavement.
