If dead can this tree be removed & a new one planted?

If this is dead should it be removed before it becomes unsafe? Could a new one be planted here or nearby?

Thank you for your enquiry. Works are raised to remove the dead birch which has been chased up with the contractor who will prioritise its completion. Please note that the deadline for new planting additions for the tree's being currently planted for this planting season (November to March 2025) was August 2024. We will try to replace this tree this planting season provided we can find a suitable species otherwise the tree will be replaced next planting season.
