If dead can this tree be removed & a new one planted?

Reported via desktop in the Tree Requires Pruning category anonymously at 20:49, Mon 11 November 2024

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6720545.

If this is dead should it be removed before it becomes unsafe? Could a new one be planted here or nearby?
