Business from home blocking path continually

This has been reported numerous times. The owner of the flat obviously runs a recovery business from the place dumping cars in the road in his garden and now blocks the pavement so you cant walk on the path. You can see he has churned all the ground up so you cant even walk on the grass. When you speak to him he gets load aggresive and abusive. As well as a hazard it must breach health and safety and planning regulations and needs to stop once and for all.
