Dead/rotten tree at risk of falling on pavement and driveway

There is a dead tree which has been rotting for quite some time. In strong winds it is moving and there is a risk it could fall over the frequently used pavement, our driveway/house or the road. We have had it looked at by our gardener who confirmed the tree is dead and should be removed. He suggested we contact you as it's on a public verge.
