Bromley council have an obligation to maintain standards especially when it’s been flagged as a pest control problem, therefore should make contact with the owner of the HMO as this is registered as a business as well as a dwelling for its customers/residents Surly this is not the perception Bromley want for their borough dispute not owning the land!?

As the issue concerns rubbish on an area which is not public highway or is regarding pest control or other public health issue, this report has been passed to Environmental Health to investigate and is now closed on FixMyStreet. For information, enforcement action against rubbish will be taken depending on the nature of the accumulation. Bromley Council only have powers to enforce the removal of rubbish which contains material that could attract pests or pose a risk to public health.

Bromley council should act, as this both poses a health risk as it’s a used soiled mattress and is in close proximity of family homes and also provides a habitat for vermin. Bromley council have an obligation to act on this health risk
