Obstruction on road

Sent to Bromley Council less than a minute later. FixMyStreet ref: 7516812.

A few days ago a large, long pile of soil was deposited on Westgate Rd close to Beckenham Place Park. As you can see from the third photo, wooden posts have since been concreted in (I saw the work taking place) along the length. This has reduced the width of the road by about a third. The pavement in this part of the road is very muddy in winter and it's necessary to use the area which is now covered by soil to avoid the mud. This soil will presumably now wash onto the pavement creating more mud. I don't believe that this work was carried out by Bromley Council. This road is an unadopted highway so I don't know how that affects Bromley Council's authority over it, but clearly this piece of land is not owned by any householders, so what right do they have to restrict other people's use of said land?
