Continuing chaos & danger at the Chinese Roundabout
Reported via desktop in the Utility Works and Temporary Traffic Lights category anonymously at 10:24, Monday 19 May 2025
Sent to Bromley Council less than a minute later. FixMyStreet ref: 7588302.
At approx 08:45 this morning, Monday 19th May, when returning from a walk in Kelsey Park, my husband (and dog) had a very close encounter as a result of the so-called ‘Chinese Roundabout Improvements Scheme’. The whole immediate area is VERY dangerous to all. There have been MANY serious traffic violations since the works began on 22nd April but I will concentrate on what happened this morning. As is the norm, a vehicle driven by a woman, ‘jumped’ the temporary red traffic lights in Hayes Lane and as a result the driver was confronted by 3/4 vehicles travelling in the opposite direction along Hayes Lane (towards Scotts Lane/Shortlands Road). The driver was then forced to reverse (with great difficulty). However then 4/5 vehicles coming off the roundabout (including a large commercial van) had no alternative than to ‘bump’ up the kerb onto the narrow pavement within inches of my husband and dog. We have already had 2 (and maybe other) serious collisions (including one in the early hours of last Sunday morning). There are MANY local residents who have complained or whose who have observed the chaos and continued to be concerned about the works. Our fears are that someone will loose their life, especially with SO MANY ‘head on’ encounters. Many of the emergency vehicles on ‘blue lights’ have no alternative than to continue past the red lights to the roundabout on the opposite side of the road!!! It is a VERY dangerous situation.

Thank you for your enquiry. Unfortunately there isn't anything the council or the workers on site can do if drivers are ignoring the signals, this would be an enforcement matter for the police. We can confirm the signal timings are checked on a regular basis with averages of 20-30 vehicles going through per phase when used correctly. We will continue to monitor the Traffic Management and make adjustments where we can and is safe to do so.

Firstly, I DON’T expect the Riney contractors to be responsible, nor to get involved with motorists and it wasn’t what I was stating about what had happened (and is still happening). However, in my humble opinion (and that of many others we have spoken to) is that the Council IS fully responsible for the ‘roundabout improvements scheme’ because it was LBB and the Ward Councillors who agreed to the Scheme. Or are we expected to attempt to contact the relevant department/employee at TfL who ‘supplied’ the £1.285 million for highway works? Also, there were no face-to-face consultations with local residents or businesses, prior to the commencement of roundabout scheme, instead the final decision was made in camera. We were informed that our input wasn’t necessary or nor needed and that the ill-thought out Scheme was discussed, agreed and passed by the Scrutiny Committee back in November 2023 (over 4 months prior to the commencement of the Scheme). Therefore, VERY few residents were aware beforehand. There have already been two very serious accidents, the first one occurring JUST FOUR DAYS following the commencement of the Improvements Scheme…
