Blocked and overgrown access to rear of property

I am writing to formally raise a complaint regarding the condition of the access path to the rear of my property. The pathway, which is intended to provide essential rear access, has become severely overgrown, obstructed by rubbish, and blocked in several areas by broken and collapsed fencing.
This situation poses a significant concern, not only due to the unsightly and neglected appearance, but more importantly, because it constitutes a serious health and safety hazard. In the event of a fire or other emergency, this route could serve as a vital escape or access point for emergency services. As it currently stands, this access is completely unusable, placing both my household and neighboring properties at unnecessary risk.
In addition, the blocked access limits my ability to maintain and access the rear of my property safely and conveniently, which is unacceptable and has a direct impact on my daily living conditions.
I respectfully urge the council to inspect the site and take the necessary steps to clear the overgrowth, remove the dumped rubbish, and repair or remove the broken fencing that is obstructing the pathway. This matter requires urgent attention to ensure the area is made safe and accessible once again.
Please confirm receipt of this and advise on the intended course of action and expected timeframe for resolution. I am happy to provide photographs or arrange access for an inspection if required.

It's the alleyway that backs onto turpington lane allotments. My house is 18 Turpington Lane and I have no access to the back of my property as one end is completely blocked off and the over end is overgrown and the fence has is broken.
