Rubbish strewn and bins blocking footpath

The residents of 2 Sennen walk for some reason leave all their collection bins on the footpath outside the property,cats & foxes are constantly using the bins as a food back and causing mess onto the grass play area. The residents front garden is large enough for the bins to be inside the boundaries, everyone else in Sennen walk keeps the bins in their garden except on collection day.
