Permission to work on street tree

I am writing to seek your permission to have a professional tree surgeon trim back the overgrown tree located on the outskirts of our back fence or replace we with a new tree for the third time. This will be at our cost. The tree has grown to the extent that it is now encroaching upon our small garden. We have had a number of tree surgeon companies come and quote to prune back to our fence, so tree no longer hangs over our border line. However they have all refused due to this work will course the tree to become unbalanced/unsafe. I have requested this x3 times on here and have called numerous of times being told I will receive a phone call and never do. As you can see in the pictures half the tree hangs over my property, if I was to get this trimmed back the tree will become unbalanced and could result in falling into the car park and foot path making it dangerous for residents. This was explained in my last request, yet I was still giving permission to do the work. I find it shocking that I was told to go ahead with the work knowing this would be dangerous. No company will take on that work knowing the danger of this work. The quote attached is the only work any company will do for us regarding this tree. I am simply asking to either get them to prune the whole tree or remove this tree and replace it with a smaller more environmental tree for this area. The sticky leaves that fall can be very dangerous on the pathway and slippy when wet/icy. This tree also courses the most leaves that fall on our street so will be a lot less leaves that need to be cleaned regular by Bromley. 7768835 is my last request. I would just love someone to speak to me on the phone and get to a solution for this.

Thank you for your reply, Cutting the tree back as shown in the photograph will make the tree unstable. If the tree fails and falls over you will be held liable. Bromley council dose not cut back overhang or is pressured into pruning or felling a tree. Your tree contractor will not want to carry out the work and make the tree unstable. a less drastic approach should be considered first. Thank you
