Rain water is accumulating due to litter debris and mud around drain

Every time there is rainfall, water accumulates on the corner of Northend Lane and Mill Lane instead of going down the drain that is there. There is a lot of leaf debris and mud that has built up and a big pool of water is almost permanently there now.
