Overflowing litter bin with rubbish and litter now being piled up around it

It is a regular occurrence for this litter bin to be abused and filled to overflowing with litter then piling up around it often from kids eating their lunch in or close to the park then leaving their detritus and remains everywhere and anywhere. It's also a regular dumping ground for those too lazy to find another bin or go to a recycling centre. Ideally, it should be removed, as the recycle bins were a while ago or at least moved onto the main road (Anerley Hill) so it's in public view and possibly covered by a CCTV camera. I sympathise with council workers who constantly have to clear this area up - it must be pretty soul destroying for them as it is for me and others!
