Rubbish blowing from property into the street

Number 2 Montague Terrace is an HMO. The tenants do not manage their household waste correctly and it is currently all over the street and in neighbouring properties. There are items such as food waste and used sanitary towels, it stinks and is disgusting. I’ve tried phoning Bromley Council but can’t get through to anyone you will take ownership.
