Unlicensed mechanic doing street side repairs

Mechanic currently doing streetside repairs on commercial basis, leaving oil spills, debris and mess all over the public road and pavement. Drove both vehicles here so neither of them are damaged enough for emergency repairs. This work should be carried out in a commercial garage premises, not on the public highway leaving clean up costs to be funded by taxpayers.
