Public use and flying rubbish

Sent to Bromley Council less than a minute later. FixMyStreet ref: 9040996.

Although emptied regularly, fills quickly due to households neighbours filling the public bin with their own rubbish. then the rubbish when full flies out and all flows into my drive opposite regularly, causing a littering problem. now the church has closed permanently i am looking for potential removal. The bin was overflowing again yesterday and rubbish strew across my lawn again. now there is not a public need for the bin there can this be looked at for removal.
