A tree was dug up by the council some time ago leaving a large hole in the ground. A plastic barrier has been placed over the hole to prevent people tripping In the hole and hurting themselves. Whenever there is high winds the barrier blows over and or youths pull it down. Can the council either fill in the Empty hole or replace the tree
