Alleyway does not get maintained or tended too

It's come to my attention that the pictures attached are all Bromley Council's land. The alleyway/lead up that you can see in the pictures have nothing to do with the occupants and it has not been maintained or cut down. It's causing a lot of mess and foxes keep entering into the gardens because of this. In the last picture of the garden, there is a huge amount of trres that is overhanging into my garden too which is weakening my fence as a result.
