Commercial Waste and Environmental Nuisance - Rear of 122 High Street

I wish to report a significant commercial waste issue at the rear of 122 High Street.

The new commercial occupier appears to be storing a large commercial waste bin within the private rear access area that does not belong to them and that they have no rights to use. This is not an authorised waste storage location, and I would be grateful if this could be investigated.

The bin is overflowing to the extent that the lid cannot be closed. Waste has accumulated around the container, and litter including plastic bottles, cans, food packaging and other refuse is scattered across the surrounding ground. This is creating an unacceptable environmental nuisance and is encouraging further littering.

The rear access serves both commercial premises and residential properties. Residents should not have to endure overflowing commercial waste and the associated mess.

I ask that the Council investigates:

* whether the occupier has adequate commercial waste arrangements; * whether the waste is being stored in an authorised location; * whether the occupier is complying with their duties under the Environmental Protection Act 1990 and any relevant commercial waste requirements; and * whether enforcement action is appropriate to require the area to be cleared and maintained in a satisfactory condition.

I have attached a photograph taken today showing the condition of the site.

This issue forms part of the continuing waste management problems affecting the rear service road. I would therefore be grateful if it could be linked to any existing environmental enforcement records relating to this location.
