New paving laid by builder does not match that of street.

The new paving with regard access to driveway s has been laid as block paving. The rest of the street is tarmac so stands out and whilst looks good does not match.

Is this because the rest of the poor paving and tarmac is to be relaid and will match what builder has done or a poor planning decision?
